Subterranean Shapeshifter
Introduction

“Tatters” is a misshapen outcast roaming the sewers and tunnels beneath the streets of the city, tirelessly hunting the monsters that lurk in the depths. Why are there monsters in the sewers? Well, it’s kind of a long story...

History

But long story short, Tatters was born Jillian Francis; she and her twin sister Lily were finally born after their mother resorted to participating in a trial of an experimental fertility treatment performed by the monolithic Daedalus Group. And they had a nice, happy childhood in the suburbs until they both hit puberty and turned out to be mutants. Lily had it relatively easy with a odd teleporting thing, but Jill -- well, she hit the point in her life when her body was going through some changes, and then kept going through radical and grotesque changes in response to barely controlled subconscious signals.

Eventually, her parents complained to the Daedalus Group, threatening to take the whole mess public. In return they received a nice big payout and Jill was taken in for treatment. Typically, her “treatment” was more along the lines of imprisonment and experimentation, which persisted until Lily launched a daring rescue and busted them both out. Unfortunately, a number of hideous monstrous experiments also got out (I’m not saying who’s fault it was, I’m just saying it happened), and anyways that’s why there’s monsters in the sewers.

After an argument with the parents the twins decided to stick around in NYC, and until Jill can learn to morph a convincing face (faces are hard!) she’ll have to stay underground and out of sight. Conveniently, that’s also where the monsters are, so Jill might as well get to cleaning up her own mess before someone gets eaten. And apparently she’s not the only mutant down there after all...

The Sewer Knight

When she arrived, the Morlocks were an increasingly militaristic gang under the leadership of Callisto. Upon learning of their policy of deciding leadership through single combat, Tatters decided to have a go. And she won! Tatters' first act as Queen of the Morlocks was to decree that the ability to throw some watery tart into a pond was no basis for a system of government, and that the Morlocks were now an anarcho-syndicalist commune.

Unfortunately, Callisto was tough enough that Tatters couldn't afford to pull her punches, and she ended up pretty badly hurt. Callisto called upon Masque to heal her, which didn't work out because Masque is a dickbag. When he refused to revert the further damage he'd caused, Tatters' first act as a member of the Morlock Electorate was to call for Masque's banishment. A two-thirds majority passed, and he was told to GTFO.

Since administration isn't really her deal, Tatters has found a niche as a Sewer Knight, patrolling the tunnels and keeping the Morlocks safe -- not to mention keeping tabs on the sewer monsters.

Powers

Hypothetically, Tatters can alter and reshape her body at will. Practically, bodies are complicated, and although her power does a fantastic job of fabricating complex organic tissue, she still has to put things together in a way that actually works -- which takes time, attention, and fine control. And while she has a "body sense" that allows her to observe her body and see what she's doing, as it were, it doesn't come with any intuitive knowledge about how to create exotic tissue types or construct functional organs. (Generally, it's easiest for her when she can just clone adjacent tissue, either to grow something larger or patch over a hole. And it doesn't conveniently snap back to a "default" form, which means if she screws up she has to try and put things back the way they were as best she can.

Friends

Lily Francis: Tatters’ devoted sister, a feeling that runs both ways. Presently living topside, trying to juggle being her own business with provoking Tatters to further heroics. Tatters resents this slightly, but doesn't argue too much: Lily is prone to meddling, and if her sister isn't meddleworthy enough she might move on to other people.

Flicker: Only met him on the raid, but jeeze this kid pulls his weight and a half. Tatters was impressed, and hopes he's okay.

Some Kind of Smelly Strider - Tatters spends a lot of her time patrolling the underground, doing her best to manage the local "wildlife." It's usually a solitary job, but sometimes people find their way down...or things find their way up.
The Mor The Merrier - Of course, Tatters isn't the only outcast eeking out a living amid the lint between the city's toes, either. Sooner or later she'll have neighbours to make friends and/or pick fights with!
In High and Low Places - While Tatters skulks through the sewers, the Daedalus Group continues its nefarious...whatever it's up to above, and when they meet sparks fly. They have a feud! It's adorable.
She Cleans Up Nicely - Well, she doesn't. At least until she figures out a way to do faces that doesn't drop her squarely in the Uncanny Valley. But grumpy and asocial as she is, Tatters still misses being able to interact with people in a non-punchy way, and occasionally disguises herself as best she can forays topside for some fresh air, often at Lily's urging. Sometimes this goes surprisingly well! But oftentimes it doesn't, especially as neither of them are clued-in to NYC's mutant-friendly hangouts.
